If this is windows, and you are using ActiveSate Perl, then at a DOS prompt you can type :

ppm install LWP
[download]

which will install LWP. Also, any perl module downloads are available from CPAN for windows and *nix. As a newbie, that should be a good place to start. If you have installed it and are still getting an error, post it and we can usually help.
