and

Starting in Perl 5.14, a "^" (caret or circumflex accent) immediately after the "?" is a shorthand equivalent to d-imsx.

So, (?^u:abc) is shorthand for (?du-imsx:abc), which means (see Modifiers), match the string abc with:
