I've used something like this before, in little non-production scripts:

  return " " x ($num - length($txt)) . $txt;
}

sub dollarize {
  my $txt = shift;
  $txt .= '.' unless $txt =~ /\./;
  $txt .= '0' unless $txt =~ /\.\d\d/;
  $txt .= '0' unless $txt =~ /\.\d\d/;
  return $txt;
}
