Where did you come up with that idea? You can create a shortcut to C:\perl\bin\perl.exe "C:\path\to\script.pl" just fine.

It can't be that hard to type perl foo.pl.

This shows your ignorance about the world of computer users. There are plenty of windows users who haven't the faintest idea what a command prompt is.
