To prevent babbling, whining, or other disruptions in the Chapter House ("Chatterbox"), I recommend that monks above a certain level be able to impose a "Vow of Silence" upon disorderly monks.

    Yeah actually E2 has this now and I can see us possibly needing it in the future.
