Why dont'cha just conform and use PPM like the rest of us? It makes life much easier, you can rest assured.
Installing Chatbot::Eliza would take but a few ticks :

PPM>search Chatbot-Eliza
PPM>Chatbot-Eliza found.
PPM>Install Chatbot-Eliza
PPM>Installing...
# and so on
Update as per below: It is. I installed it using PPM about a month ago. Try a different server or do the search method I explained above. Or even better, spell it correctly :P
