See system_detached/Win32::ShellQuote for proper programmatic quoting of paths for windows

I know I could make it work by converting the paths to Windows 8.3 names.

8.3 names are very very convenient :) for alternatives see Win32::Unicode with Path::Tiny like Re: links in pathnames under Windows 8
