Before you spend too much more time with "Google App Engine," which is basically a virtual-machine based cloud offering that first showed up 11 years ago, I cordially suggest that you step back and consider what are your best alternatives TODAY. If you are merely needing to deploy a legacy CGI application today, the world is your oyster. Shop around. There are plenty of services who have already "deployed that Apache server equivalent for you." I'm running plenty of web-sites now on a service that charges me a grand total of $5 per site per month.
