I know of no such library for Perl, and would venture to say that a big reason for this just might be that this highly-specialized job has already been well-done in another, equally available programming system. But maybe you're just the one to volunteer now to do what has already been done, and if so I'm sure that your CPAN contribution would be readily accepted.
