Sorry - I get a bit crabby when I request something specific and it's not forthcoming, but I guess you aren't to know that I was seeking more than just the version number.

I'm pretty sure that you can get the actual dmake and mingw that PPM would provide by grabbing:
http://ppm4.activestate.com/MSWin32-x64/5.24/2400/-/--/MINGW/MinGW-4.6.3.tar.gz and http://ppm4.activestate.com/MSWin32-x64/5.24/2400/-/--/MINGW/dmake-4.11.20080107.tar.gz

Please let me know if there's a problem in obtaining them, or if they turn out to be unsatisfactory.

Update: Having grabbed those files, if you save
http://ppm4.activestate.com/MSWin32-x64/5.24/2400/-/--/MINGW/MinGW-4.6.3.ppd
and
http://ppm4.activestate.com/MSWin32-x64/5.24/2400/-/--/MINGW/dmake-4.11.20080107.ppd
to the same location as those 2 tar.gz files, then 'cd' to that location, you can then install them by running 'ppm install dmake-4.11.20080107.ppd' and 'ppm install MinGW-4.6.3.ppd', even though you don't have an internet connection.
(I think you would need to install dmake before installing MinGW if you want to use those 'ppm' coomands.)
