Welcome. The landing page for your application does not have to be static HTML. I suggest you use Mojolicious/Mojolicious::Lite. The documentation is great, the Get started with Mojolicious tutorial is something I highly recommend, it details almost everything you require, including file uploads, for working with csv I suggest you look at Text::CSV_XS, which is not part of Mojolicious.
