There is an outside possibility that someone has prepared a PPD for the module that can be found at some other repository - you will need to read the PPM manpage to find out how to use a different repository than that of Activestate. Then you will have to find the PPD :)
If the module is a pure perl one (i.e it does not require a C compiler to build) then you should be able to build it if you obtain nmake from Microsoft
