I agree with both diotalevi and Flexx's previous responses.

Are you asking about writing a way to sign the petition from a computer? prevent the petition from being signed multiple times by an individual? or possibly writing a simulation to determine better/worse times to start, based upon the schedule of the public mass-transit system?
