Do you have any advice for someone just building [an intranet] from the ground up?

Treat an intranet site the same as you would an internet site. Everything that you're read about building internet sites applies equally to intranets. The only difference is content.

Update: And banner ads. You'll get really unpopular if you use banner ads on an intranet.
