How can CGI parameters affect a CGI subroutine with literal arguments?   Here is my program. 
#!/usr/local/bin/perl -w

use strict;

use CGI qw/:standard/;

{
  print header,
    start_html(-title => 'Test CGI'),
    p,
    checkbox('c1', 1, 'ON', 'c2'),
    end_html;
}

When I run this with the input c1=1, the check box is NOT checked.

IMHO, this side effect is very bizarre.

to format your post, it's "PerlMonks-approved HTML":
