Try ppd files from http://www.vkonovalov.ru/tcltk-misc/perl-TclTk-0.87.zip
Those appeared to be much easier to create than I initially thought :)

At weekend I'll try packing into PPD entire Tcl, so user will not have to install Tcl/Tk.
