Usually SOAP::Lite require many modules. Can you execute via shell ?

If don't, try one code like code:

 eval " use PM::Rio; ";
 if ( $@ ) {
    print "Required module PM::Rio unavailable...\n";
  } else {
    print "Loaded ;)\n";
  }
