CGI.pm doesn't use strictures because Lincoln understands why strictures should be used. Until you know what Lincoln knows, you probably should use strictures as a matter of faith.

My criteria for good software:
  1. Does it work?
  2. Can someone else come in, make a change, and be reasonably certain no bugs were introduced?
