Constant database? Take a look at CDB_File (and cdb):
cdb is a fast, reliable, lightweight package for creating and reading constant databases.
You'll have to recreate it every time you need to change or add a few records.

I also have to point out there are still a few as yet unresolved problems compiling it on Windows.
