Any time you want to start putting application constraints into a database, you should stop thinking and just do the simplest thing possible. That will, most likely, not involve a database.
My criteria for good software:
  1. Does it work?
  2. Can someone else come in, make a change, and be reasonably certain no bugs were introduced?
