Perl on a 64-bit system can do it. Here's the answer from an x86_64 perl-5.8.8:
$ perl -we 'warn "".localtime(1<<33), "\n"' Wed Mar 16 13:56:32 2242
Update: Time::Local doesn't work after 2038 though.
