is needlessly destructive to @rows. It can be simplified to 
for my $row (@rows) {
  push( @loop_data, {FILES => $row} );
}

or 
for (@rows) {
  push( @loop_data, {FILES => $_} );
}

[download]
or even 
@loop_data = map { {FILES => $_) } @rows;
