There is no mention of changing File::HomeDir. Nobody suggested patching File::HomeDir.
No, but you suggested changing what File::HomeDir returns, being the direction one would take if one was going away from changing the documentation. The forward to the backward, so to speak.
This can be achieved by changing File::HomeDir (which would impose limits) or by changing the OS (which is not realistic). This is what I said.
