Are you sure that the output from ftype is: Perl="c:\perl64\bin\perl.exe" "%1" %*

And not (say): Perl="c:\perl64\bin\perl.exe %1 %*" ?

Because the only way I can (partially) reproduce your description is to change my ftype to the latter.
