Yes; and the About page says that PerlMonks is an "affiliate" of TPF, and that TPF "carries the legal responsibility for" PerlMonks.
After some digging, I've found historical evidence that TPF was actually created by PerlMonks, Perl Mongers, and Yet Another Society — that last being the organization which ran the conferences and such. This move was announced on 2001-07-27.
So however tenuous the connection might be now, there can be no doubt that there is some kind of connection. It still remains to be seen exactly what that affiliation looks like on a concrete level.
