It's OK I think if the leading digit of the 13 is a 1 or 3-9, but if it's a 2 then you have an issue. What does a 13-digit number starting 222 mean? I don't see how you can tell if that's MYY or YYX where X is the start of the core serial. Unless you have some other way to know?

    well the check digit at the end of 13 without leading month could give a strong indication, but the OP didn't tell us the actual check algorithm.

    And normally this kind of nonsense happens because someone changes the convention at a certain time.

    Like check digit introduced after March 2019, etc ...
