Yes I tried following command but it is stopping at above error:
cpan> install Devel::IPerl
I even treid following but no good:

cpan> upgrade Devel::IPerl
All modules are up to date for Devel::IPerl

Johann, the presenter messaged me back that it's most likely because there is a dependency to ZeroMQ which is missing in the distribution's config. There are also no tests for Win in the testers matrix. http://matrix.cpantesters.org/?dist=Devel-IPerl+0.012 So it's unclear if it works there.
