    Using Common Gateway Interface, the non-persistent execution environment, should be considered a misconfiguration.

        So which is it? Do you want Perl to keep up with Python or Ruby or do you want us all to go back to only using CGI.pm? Oh right ... you meant Common Gateway Interface ... not CGI.pm. So we should just reinvent wheels and not use the CPAN at all, right?
