Tiny change -- that should be:

ppm> install DBD-ODBC
[download]

Beginners see the error message ("Cannot find DBD::ODBC") and get confused...

If you can't do so because of a proxy, just set the environmentvariable HTTP_PROXY to http://yourproxy:proxyPort/, eg.
