I've seen people refer to ++ and -- as increase/decrease increment/decrement. I like to say "plus plus" "minus minus". Usually I don't try to "pronounce" any programming language, much less perl -- I just point to the screen and say this guy, that guy, name, name, operation, function (<=> spaceship).
