I agree with SuicideJunkie.

Looks like it would be easy to create a simple webpage to collect the operator information, validate it, format it into KML, then queue it somewhere (maybe email) for a moderator to approve and append to the master KML file.

Wikipedia has a sample of a basic KML entry.
