The missing votes can clearly be found in the BushCache.
According to the BushCache, there will be enough votes set aside to sway the
outcome in either direction until such time a ruling is made to actually utilize
those BushCache votes. The votes are awarded to the highest bidder, making the entire
voting process nothing more than a few hours of meaningless entertainment.
