Of course, when your @INC is incorrect, perl can't find Config.pm.... 
    $ perl -wle 'BEGIN {@INC = ()} use Config'
    Can't locate Config.pm in @INC (@INC contains:) at -e line 1.
    BEGIN failed--compilation aborted at -e line 1.
