What I'm talking about is research modules, something that you're working on, you've got some part working, you would like some feedback from community, but eventually it is supposed to be merged into some other project or re-written?

Have you considered Sourceforge? It would seem to be a logical place for projects that are just in the research phase.

Then, as your code gets more solid, I would consult re module name on the module-authors list as another monk suggested.
