In what context do you wish to render this percentage bar? A browser? A dialog box on a specific operating system? A dialog box in a cross-platform solution? A terminal?

Under Tk, you have a lot of options: Tk::ProgressSplash, Tk::ProgressBar, Tk::ActivityBar, to name a few. Under Curses, you have Curses::UI::Dialog::Progress. Under browsers, you have CGI::ProgressBar, under Gtk2 you have Gtk2::CV::Progress. There's Term::Progress too.

All those options can be found by visiting http://search.cpan.org and typing in the word, "progress".
