i have a Obfuscation like this. i have a mail server, and i want some of email accounts(for example weihe@feiguan.com), while user use weihe@feiguan.com to sending mail to xxxxx@yahoo.com or yyyyy@cnn.com, i wannt to control it sending to xxxxx@yahoo.com less than 100 times per minute, and sending to yyyyy@cnn.com can't over 200 times per minute. in your opinion whether should i do some operate at mail server or mail client, what is the best way do solve this issue. wait for you advice
