In reverse order:

"by the way waht do you think about linking webmin to mysql in some sort of admin and for the issue of backup ?"

Why? Still thinking of adding to Webmin rather than write your own system?

"what the examples of the CPAN modules that makes me got the job done"

So you are now into month two of this homework (actually you claim this is your graduation project) and you have not yet bothered to search CPAN to find these for yourself? It seems to me that you are wasting your (and our) time. I do not get the impression you are taking this seriously or making enough (any) effort of your own.

Do you know all of the features you want this system to have (don't say 'be like webmin')? Have you written a spec for this? Ever hear of pseudocode? From what I have read so far, you are not organized. You need to think logically about this. How do you do other coursework?

If you do have this planned/spec'd out/ in pseudocode it should just be a case of checking on CPAN to see if their are modules that can provide (some of if not all of) the functionality you require and building a skeleton system from there, making improvements as you go.
