You might try modifying a standard sort/merge operation. A brief pseudocode description is:
SortByBugID("BugDescriptions","BugDescriptions.s");
SortByBugID("BugComments","BugComments.s");
BD = open "<BugDescriptions.s"

OUT = open ">ResultFile"
curBD = <BD>
curCOM = <COM>
