As BrowserUk recently noted, that would be Win32::CreateProcess with CREATE_NEW_PROCESS_GROUP.
Or better yet, as eyepopslikeamosquito pointed out, use Win32::Job whihc doesn't suffer the limitations of the Win32::Process solution.
The current 0.03 release seems to have fixed all the problems I encountered with the 0.01 release I tried previously. It compiles clean and seems to run fine, though it doesn't come with a test suite.
