Under the normal MS scheme of things, connections to remote machines are done under the credentials of the userid that runs the code. Ie. Whatever id you run your script under will need to be authorised to connect to the remote machine on which you are hoping to schedule the task.
Whether Win32::Scheduler operates that way I don't know, but it seems likely.
