Other things, such as mkdir, are affected by the umask: 
andy@okura:[/tmp/test] mkdir foobar
andy@okura:[/tmp/test] ls -l

andy@okura:[/tmp/test] perl -e 'umask(0666); chmod(0777,'foobar'); \
