What is the "foursquare" site (Others may share my reluctance to look up a site -- of unknown content, etc -- simply to provide an answer)?

It appears that you've neglected to search CPAN on your own.

What is the relevance of your assertion that the site is sometimes blocked? How do you know this? What error or failure message do you receive?
