I'd say it's mostly about the ability to write shell scripts with the same language... And my personal opinion is that you can do more stuff using perl than php3 or other 'pure' web scripting languages... It's said that mod_perl is faster than php3, I have no personal knowledge on this so I won't say anything... Hope it helped...
