• http://psn.sourceforge.net/developers_guide.php says Dia2Code didn't support Perl, so we added a plugin to it that generates appropriate code. so ask http://sourceforge.net/projects/psn/support where their dia2code generate_code_perl.c file is.
• generate_code_python.c and the others look short and simple enough to modify into generate_code_perl.c yourself, perhaps using Any::Moose as per Modern Perl
