how can i desinstall or cancel this local::lib stuff????

Undo what you did.

What did you do? Do you know? You edited .bashrc, you appended stuff to it

Append this instead

export PERL5LIB=/home/user/stuff/lib/perl5

export PERL_MB_OPT=--install_base /home/user/stuff

export PERL_MM_OPT=INSTALL_BASE=/home/user/stuff
