 Just google for sftp server for windows and you will find lots of information about that.
and suggest perl module for sftp
 On Windows, Net::SFTP::Foreign with the Net::SSH2 backend (Net::SFTP::Foreign::Backend::Net_SSH2) is probably your best option (though my opinion may be a little biased as I am their author ;-).
