Big Black has a song called "Columbian Necktie" on what is probably their best known album, Songs about F*cking. (The asterisk is mine.) It's a left over favorite from my hardcore punk years... with a real heavy pseudo-industrial (and I don't mean that dancy NiN kinda stuff *smirk*) sound. It's a great album if you are into that kind of thing.
In any case, a Columbian Necktie is pretty much never useful to the person who has one... It's only use is as an... err... "gift." (Thankfully, though, they aren't the kind of gift that most 5 year olds give on Father's day.)

The qualification of your statement with “most” worries me. :-) As far as usefulness is concerned, we didn't specify whom a necktie would useful to, did we?
I first came across the term in the name of a tune as well, FWIW, though it would be by Front Line Assembly in my case.
Makeshifts last the longest.
