I agree. Removing the old title doesn't really serve a purpose unless it's abusive. Using "New title (was: old title)" or "New title (renamed from: old title)" seems like a good idea to me. And the Janitors can mangle abusive titles if they need to - "Why use perl (Was: perl *****)".
