Bio-Informatics is not really a subject for beginners, though. I've seen quite a few posts on Bio-related topics here on PM.

And I believe that beyond a certain point, creating more sites in a topic area just dilutes the available talent. If the primary sites for Perl lack information for beginners, why not volunteer to help them out instead of starting a new site? That would be the most altruistic thing to do, though it admittedly wouldn't give you primary control.
