I don't have an answer to your question, bladx, but here's 2 ways that I've done something similar:

(code) Toy Template (better of the two)
(code)) CGI.pm - CSS, tables... (deprecated by node 50167) (uses CGI.pm HTML functions, but duplicates code for every web page)
